The "Custom Nation Max Points" must be edited after you click on "Custom Nation" on the country selection screen, otherwise it might update to the original 200. I am not sure I got all the pointers, especially under Religion, but most of them should be usable at least. OBh RB33 (provided me his "New Government System" mod, try: Steamcommunity.Most of the pointers are updated to 1.31.3, needs the main table from Recifence (1.31.2 works for the 1.31.3 extension table).
